Windows 11 Factory reset and data wipe procedure

Purpose

This document provides, a step-by-step process for securely removing all user data from a standalone Windows 11 device and restoring the operating system to its factory default state. This procedure is suitable when preparing a device for redeployment, disposal, return to a supplier, or transfer to another user.

Windows 11 Factory Reset with Full Data Removal

Prerequisites

Before proceeding, ensure that:

• All required user data has been backed up.
• BitLocker Recovery Keys are available (if BitLocker encryption is enabled).
• The device is connected to a reliable power source.
• Internet connectivity is available (recommended for Cloud Download).
• Administrative access to the device is available.

Method 1: Using Windows 11 "Reset this PC" (Recommended)

Step 1: Open Windows Settings

1. Select Start.
2. Open Settings.

3. Navigate to:

   System → Recovery

Step 2: Start the Reset Process

1. Under Recovery Options, locate Reset this PC.
2. Select Reset PC.

Step 3: Remove All Files

1. When prompted, select:

   Remove everything

This option removes:

• User accounts
• Documents and personal files
• Installed applications
• Custom settings and configurations

Step 4: Choose Reinstallation Method

Select one of the following:

Cloud Download (Recommended)

• Downloads the latest Windows 11 image directly from Microsoft.
• Provides the most up-to-date installation files.

Local Reinstall

• Uses the recovery files already stored on the device.
• Suitable if internet access is unavailable.

Step 5: Configure Additional Settings

Select Change Settings and configure the following options:

Note: Enabling Clean data performs additional overwriting of stored data, making recovery significantly more difficult.

Step 6: Review and Confirm

1. Review the reset summary.
2. Select Next.
3. Select Reset.

The system will restart and begin the reset process automatically.

Method 2: Reset from Windows Recovery Environment (If Windows will not boot)

Access Recovery Environment

1. Power on the device.
2. Interrupt the boot sequence three times by holding the power button during start-up.
3. Windows will automatically enter the Recovery Environment (WinRE) on the next boot attempt.

Alternatively:

1. At the Windows sign-in screen, hold Shift.
2. Select Power → Restart.

Perform the Reset

1. Select Troubleshoot.
2. Select Reset this PC.
3. Select Remove everything.
4. Choose Cloud Download or Local Reinstall.
5. Enable Clean data where available.
6. Confirm and begin the reset process.

Post-Reset Verification

Once the process has completed:

1. The device should boot to the Windows Out-of-Box Experience (OOBE).
2. Confirm that:
   • No previous user accounts remain.
   • No company data is present.
   • No business applications are installed.
   • The device prompts for initial setup.

If these conditions are met, the machine has been successfully reset.

Additional Security Considerations

BitLocker-Encrypted Devices

If BitLocker is enabled:

1. Verify encryption status:

   manage-bde -status

2. A factory reset with Clean data enabled is generally sufficient because the drive contents remain encrypted and inaccessible without the encryption keys.

Expected Outcome

After completion, the device will:

• Return to a factory default Windows 11 state.
• Contain no user profiles, files, or installed applications.
• Be ready for redeployment, disposal, resale etc.
• Present the Windows setup wizard on first boot.
